We have found that the kb_use table in one of our instances are limited to 1 years worth of data. older than one year is moved to an archived table.
Is this oob behaviour?

Yes, OOTB the Achieve Rule on this table is set for one year, you can update the rule if you need to change it.
Open the table [ sys_archive ] and search on table column like below.

You need to check your data retention policy. OOB all of those records are retained.
