Can we set the default for Knowledge Blocks to have "Guest User" in "Cannot Read" ?
We have a public KB and are going to use knowledge blocks to show IT escalation info on each KB. We can set this on an individual knowledge block by adding "Guest User" to "Cannot Read" on the block.
1. This is an extra step.
2. We're worried people will forget.
In the block, it looks like this...

Hi Susan, I suggest an alternate approach. You can add a field to your article template and lock down the field from public view. This will ensure all information added will be hidden. A nice feature of this approach is that you can make the field required. This does not work with the standard template.
A second option might be to create a form template for your knowledge blocks. You can train your users to apply the template, which can be created to automatically populate the cannot read field. If you aren't familiar with form templates, you can find them by clicking on the three dots on any form, look at the bottom and you will see the option to create a new form.

Thank you @Kim27 ! I will try that. Templates are next on my todo list, so maybe my knowledge block question will be moot.
For anyone else looking, I also received an answer that works, which is to apply a business rule upon inserting a new knowledge block.
