Unable to run "create a user" in ATF

As i tried to run the "Create a user" step in the ATF to not use impersonation step and i tried to copy all the roles and group what the impersonation user have but in some point i was unable to perform some action what impersonation user can do. Any one have any idea on this

Like what action and what role you have assigned?
You may have to add the group also.
