Workspace OOB list view is showing blank and not giving "No records to display" message

I have created a custom workspace, in which I have created a home page using the UI builder.
A user doesn't have any approvals assigned to him, so when that user opens the page, instead of showing him - "No records to display", he is being shown blank space. I tried to check at multiple places if there is any setting to enable that message but not finding same. I am certain that this is not ACL issue - because as soon as user has any approvals assigned to him - he is able to see the records in the list view of workspace.

I simply wanted the user to see "No records to display" just like we see in native view.

Is anyone aware of this?
