Adding a declarative Action (Form in Configurable Workspace) in Tokyo

Hi togehter,

 

did anyone of you manage to create a declarative action in the Tokyo release following these guides ?

 

 

For me the buttons just don't appear.

My first thought it has to do with Scoping or Table Settings but my last approach after hours was to boot up a San Diego instance and recognize that the behaviour is different :-(.
