Arrangement of buttons in the SOW incident

Hello, I need to arrange the order of the buttons in the title of the current incident, I take a picture below for understanding, I would love to know how I arrange them?
It is important for me to note that it is in sow

But not all the buttons appear here, in the list I have 21 and in the sow there are more than 21. Can you maybe tell me why?

Not 100%  sure, but I am sure some logic /BR / Script in background which run and make these UI action visible.
