Change time zone of Date/Time field

Hi all, 

I'm making an email notification that includes the "expiration_date" field from a Quote as part of its body, and I need it to be converted into the time zone of the person receiving the email, which is the user in the "assigned_to" field. I currently have a mail script I'm using for the body of the email, so anything that could be used in that or put into a script include that it could call would be great!

It appears to be using the system's time zone as a default.
