Declarative Action Open Modal After Form Validation

I created a declarative action to open a modal. I overlooked that I need to validate the form for all required values first. What is the recommended best practice in this case? Can I first validate the form then conditionally open the modal, using my already defined declarative action?

Where is the declarative action? form or list? some screenshot will be beneficial in regards to what you are trying to achieve.
