Discuss button not working for sidebar discussion

Hi All,
Am able to add Discuss button on Service Operations workspace on Incident record. However, When I click on the discuss button the dialog window to start the sidebar discussion doesn't appear. Am attaching the images for UX form actions layout. Please let me know if I have to make any specific configuration to make the dialog window work on click on the discuss button.
