Filter on related list is not saved

Hello friends,

I have an issue.

On the change request form we have a related list with approvers. That related list have a predefined filter, but for a user is not showing. Also, when the user use the "set default filter" for the related list it is applied to that record, but for other records is not applied.

Where might be the issue? 

I have read this KB article: https://support.servicenow.com/kb?id=kb_article_view&sysparm_article=KB0997264 . but I couldn't understand where is the issue or if this is the issue.

Can you help, please?
