How to create notification for sidebar

Hi All - In vancovuer we see discuss button in all task based records. Can we create notification whenever a text is entered to the chat? is this possible?

What kind of notification you would want?

whenever a discussion is started, any message entered in chat should be sent as an email.

It looks like you can setup a notification on the table sys_cs_collab_message when type is text. sys_cs_collab_member has the member information. 

I wish there was an out of box functionality for this. But then that defeats the purpose of chat

For this two tables, i can't see any connection between the Sender and Receiver can you help me with this, i need to send a notification for the user for whom i have sent a message with this button
