How to rename "ALL" in header

Could you tell me about the navigation menu?

I want to change the names of the tabs in the header section (ALL, Favorites, etc.).
The settings section appears to be read-only. How can I change them?

Even after elevating your role to security_admin, the name remains read-only and cannot be changed.

you need to update the OOTB ACL, possibly deactivate, rename and then activate the ACL again

If I want to rename something without modifying the ACL, is creating a new menu the only option?

If I create a new menu, how do I link that "All" menu to all application menus?

(If I create the same thing as OOTB's ALL but with a different name)

Without touching ACL not possible

I am not sure if you create new then how the functionality happens and how it's defined what happens on click of that.
