How to set a theme to Native UI using System properties

I have created a custom theme using theme builder, I have published and unpublished it few times for testing. Then after sometime when I tried to publish it, I am unable to do it.  I came to know that we can set a theme using System properties. Can anyone tell me how to do it?

OOTB these themes are there and i doubt custom themes can be added via property.:
