I’m trying to hide the Details tab from the HR Agent Workspace. I created a View Rule, but it didn’t work as expected.
Could you please advise the correct approach or configuration to hide this tab for HR Agent Workspace users?

then you will require to handle this using UI Builder, ensure you are in scope "Agent Workspace for HR Case Management"
Below is working solution and steps
-> visit this page variant "Case SRP" in UI Builder
https://instanceName.service-now.com/now/builder/ui/edit/experience/8ad40be90fe120102208555db4767e7b/ca1b8b0c0ff120102208555db4767e23/6103b475eb3011106eb96bf3a252282b
-> then click Settings and Duplicate it
-> Give some name and in the newly created variant give condition so that this variant is used by your particular HR table, then click Apply and click Save at bottom
-> Go to Editor mode again and Click on Details tab and then on Right Side Click Tabs
-> Click the Edit and Disable the Details tab
Output: The Details Tab is gone for Total Rewards HR Case records but it's present for other HR Table record
