PARExport error - Tokyo version

Hi,
My organization uses scheduled reports that are sent weekly or monthly and recipients have been getting blank report(s) randomly with the message, "PARExport error". I applied the workarounds of creating sys. properties: com.snc.par.export.timeout, glide.avp.server.enable_new, & glide.chart.avp2.host per this KB article.
The issue, at first, would happen very randomly, one blank report every few weeks to every several months. After applying the workarounds above the error came back after the first round of reports went out a week later.
Is anyone having this same issue? I thought the workarounds would work. Any extra info. to help resolve this issue would be appreciated.
