"Publish" UI action on the knowledge table

I would like to control the "Publish" UI action on the knowledge table, but there are two similar UI actions available.

What is the difference between the first and second screenshots? Also, on which pages are these UI actions applied?

Both have different conditions and different configurations & even name. Please review the conditions carefully, and you should be able to identify which one needs to be changed.

I think 1st one is used on Workspace.

If you check Action name and other selected column , you can understand purpose of different Publish button

1. Publish - Form button

2. Publish  - for Workspace (loke SOW)

3. Publish  - Configurable Workspace ( LIke CSM/FSM workspace)
