Removing import file option from Software Asset Management option

Hi community, 

I was wondering if there is a method to remove this import multiple entitlement from excel file option, and instead, the user will see the entitlement form directly? This can be from Software entitlements form under license operations. 

I'm aware list actions is where I can hide/create new buttons but when I choose "Create new" option in the "specify client action" this become unreative

Can you check with 'Create New Record' option in specify client action. What becomes non-reactive on selecting "Create New"? Are you trying to create a new button here.

With the OOTB button because import option appear, I was thinking of creating another new button through list actions, and put “create new” as the client action (unless there is an option to remove import option). However even if this custom “new” button is implemented, the button itself is visible but is not responsive. I was hoping implementing custom create new (or create new record option) button will allow me to create a record without showing import button

Yes I tried with Create New Record, and I even tried adding action configuration as software asset workspace declarative actions but I have no luck
