How to enable Decimal entries & make Dynamic populating Target Value in the Indicator

Good afternoon,

I have two Questions related to Target Value :

1.How to enable Decimal Target Value in the Indicator?

I have trying to set target Value for the Indictor with Decimal for example 0.75 but it's not allowing decimals, could someone please help me. I want to save Decimal target values

2. Is this target Value can be filled dynamically from the table field instead of filling it manually ?
