Interactive filter "Short description contains"

We have a requirement for an interactive filter of the type "contains" for a dashboard:

I don't think there is any interactive filter of that type OOTB but is it something we can custom build easily? Or maybe someone has already done this?

Is this for Platform Analytics or for the Legacy Dashboards?

for interactive filters there are limited field types, check the links shared by @Mark Manders
