Target Color Scheme for integer target

Hi - I have an indicator that has a target of 0. Anything above 0 should be displayed as red and equal to 0 as green. The target color scheme do not work with the below conditions.  the ranges looks good but this is till not working as the indicator outcome for some month have value 1 which is displayed in green. Am I missing anything?
