Descriptive text on Dashboard without using content block (static content)

Hello,

We need Descriptive text on the dashboard, I checked with "Content Block" (static content) but it needs content_admin role. Is there any way we can achieve this without providing "content_admin" role to end user/Dashboard user. Please help me with a way to achieve this.

Content block is the only way to display custom text.
