How can I make a report readOnly for specific group members and users with specific role.

A report's vital essence is just being a view to the data. 
The data itself doesn't care if its being shown in a list, a form, or a report.

You govern Create Read Update Delete at the table level, not the interface level.
So you're going to have to use ACLs.  
Just remember that their whole experience for that table will be read only... not just that report.

All reports are by default read only, you can not make any changes to attributes. Are you looking to hide and show the reports to specific user or role then use share option and select specific group.
