How to allow non-admin users to edit the non-migrated Core UI Reports

We are in Zurich Patch 8 release and ran full migration for a set of dashboards and reports.

Only Admins are able to Created/Edit the Legacy dashboards and reports.

We have still few reports not migrated to Platform Analytics and they are Active True in the sys_report table. But non-admin users are not able to edit the existing non-migrated reports. 

Please tell how can we achieve this.

Elevate your privileges to security_admin in your user profile.

Navigate to System Security > Access Controls.

Search for the write operation on the sys_report table.

Review the roles required. If it is restricted to admin, add the report_admin or report_user role so your non-admin user base can modify them
