my understanding:
pa_targets.owner - empty -> global target (tab: "Users" (pa_m2m_targets_users) is visible)
pa_targets.owner - set -> personal target (tab: "Users" (pa_m2m_targets_users) is not visible)
I have done some tests:
pa_targets.owner - empty -> add entries to tab: "Users" (pa_m2m_targets_users)
result:
- the target is still a global target (seen by users added and not added to the list)
- the user in list can not change the target value, if they do not have the "pa_target_admin" role
- any user with the "pa_target_admin" role can change the target value
My question: What changed for the user added to "pa_m2m_targets_users" ?
