Hello @pramn ,

As per my understanding you can't directly add any note to dashboard ( which should visible ) instead of that you can  add description which can visible be through info button or You can add notes to a dashboard by editing the dashboard and adding a rich text just like visualization as shown in 2nd image.

You can do something on Content Blocks
