Report view who is not having the fulfiller access

Hi All,

I want to create a role which provides the user who are not having the fulfiller License they can be able to view the reports and dashboard. I have tried creating the role with ACL added pa_dasboard, report_view, sys_ui and sys_db_object. Still not able to

I have this same exact question but I see no one has answered yours.
