This heatmap visualization contains too much information to display - Why?

I am having trouble building a pivot-heatmap widget and I do not understand why. I am getting an error "This heatmap visualization contains too much information to display", and I know it is related to the ASSIGNED.TO breakdown since it will work if I use another one.
The indicator in use is already limited to a single assignment group, so there are only about 8 assignees... the breakdown itself is all active itil users, but the indicator is limiting to one group, so 8 people. Why is 8 people too many?
What I am doing wrong?

For what seems like dumb reasons, the solution was to create a new breakdown source and breakdown that only had the 8 people in it. If there was a better way, would love to hear it, as this seems like a dumb thing.
