Hello all,
We are testing out the Performance Analytics Premium Package and have run into a strange bug in which we are unable to "add content" to dashboard tabs that we either created or imported from another dashboard.
The screenshot I have included above is the only tab that is currently able to add content to a dashboard, this tab has been active since I first started using dashboards so it has always worked
However, one can see from this screenshot that although I am clearly in edit mode within the exact same dashboard, I am unable to add content or change the layout of the page.
EDIT: After further research with my team as well as some feedback from the forums I have narrowed my problem down to my inability to edit dashboards due to insufficient Roles.

When I look at my Roles in our Service Now Learn instance I can see that I have multiple Versions of both of these roles (seen below)
So I am confused on how I am still only able to edit homepage tabs rather than dashboard tabs.

Yes, if it is related to the template bar as mentioned by Laurent you can try turning it off and back on (or the other way around).
It is a known issue that happens to some users, but not all. It has to do with user preferences.
To fix this go to (for example) any incident record and click on the three dots to 'toggle the template bar':
At the bottom of the form you get the template bar. Next you can X-out the bar again:
And you should be able to add content to the tab.

Are you able to see the dashboard at all?
We faced a similar issue where the dashboard did not work if we had the template bar enabled in forms (PRB681077 fixed in Helsinki Patch 5).
Not sure if this is the issue as the use case you presented dos not seems related.

Within the test dashboard that is still able to add content, yes. I am still able to add content and alter it as usual.
However, the trouble comes when I am on a new tab with no content and I am unable to add any content. Dashboards still function properly within all the out of the box dashboards and I have been able to work with my original tab up until now to test new widgets but something is disallowing me from adding content on these other tabs within the same dashboard.

I needed to enable the template bar from my profile page rather than the incident page but you were right.
Thanks Pieter! that bug was driving me crazy!
