Who can view a module when its roles field is empty?
A. Users with no attached roles on the user record
B. Users with the snc_internal role
C. User roles with access to the application menu

You can log in to a PDI and try for yourself . It will only take a couple of minutes to try it.

Note: for your question I guess C. User roles with access to the application menu. would be best fit.

If the Roles field is empty, the module is visible to all internal users (snc_internal role) by default.
