"Unable to encrypt attachment" error when attaching files to tickets

I have created module access policies for admin users to encrypt attached files on incidents using field encryption. The update is now in production, and I have received feedback that some users are getting an error message after attaching files stating, "Unable to encrypt attachment".
What is the issue here? I am not able to track where the error message is being fired in the instance, and I am not able to replicate the error on my end.
