Approvals are not triggering if non-itil users submits the request

Using a flow designer for one of my catalog item. Approvals are not triggering if non-itil users submits the request. I have updated run as property to "System User" but in the flow context its still showing as run as username. Also in the RITM activities instead of System its showing username

if admin raises the request then is it triggering approval?

Yes if admin users raise the request approval are getting triggered.
Getting error as "The requested flow operation was prohibited by security rules"

it means that user doesn't have Create access on approval record
Try giving the role to that user which is present in Table.None CREATE ACL and then test

I have created the copy of the flow and deactivated the original one. Its working now. Thank you
