ahoy @sarwarn,
PDIs are kind of demo versions and there's no support, so if something goes wrong, there's nothing to do about it and contacting sales contact is impossible either. It's a part of the conditions of use..
What you can try is to navigate to this page:
https://developer.servicenow.com/dev.do#!/manage-instance
and click Refresh button.

nop, PDIs are unsupported, hence you’re limited to two options: wait till it comes online again OR release you instance and request a fresh installation.

Hi @sarwarn
If your your Servicenow Developer PDI has been stuck in a "launching," "waking up" or not getting online state for more than 24 hours, then I will advice you to release the instance and request a new one .
In your case, you have already waited for 5 days!
As you know there is no support available for PDI.
