getting error message "devXXXXXX.service-now.com is currently in a suspended state. Please reach out to your sales contact to re-enable your instance."

1. There is no support available for PDI.
2. If you can wait, more, let's wait
3. You may release this instance and take a new one but in this case, you will lose your previous data.
From going forward, try to take regular backup of PDI, to avoid any loss of update set in future.

you can log in to https://developer.servicenow.com/ and try to wake up the instance
if not
- Please note that support is not available for PDIs, as they are intended solely for personal development, learning, and practice purposes.
- If the issue isn’t urgent, you may want to wait and see if it resolves on its own.
- Alternatively, you can choose to release your current instance and request a new one. However, please be aware that this will result in the loss of all existing data.
- To prevent data loss in the future, it's recommended to regularly back up your PDI—either by using source control or by exporting Update Sets.

Your answer is wrong. It's not possible to raise a ticket for a PDI issue. As others have said, there no support for PDIs.
