no let me clear "Application Certification" is an official review process.

You obtain this status by submitting your app's codebase through the ServiceNow Store Publisher Portal, then they review it..

Not a physical document or badge !

if your company is a partner of ServiceNow you will get some vendor instances, you can develop your app in one of the vendor instance and follow the steps
