Notification link is not working in test instance

I have added link in notification using "${URI}" it is working as expected in dev instance but not working in test.

see if this property in TEST is overridden with something else "glide.email.override.url"

if yes then ensure it is captured correctly with instance URL

No, property I have compared in both instance it is exact same value is blank

what's the value of that property in DEV?

notification is on risk table. 

In dev property value is empty.
