Is Microsoft Visual basic.net Standalone licensable? or Non licensable or part of any suite?

Hi Community,

We have 2,000+ installs of Microsoft Visual Basic .NET in our environment and need help confirming the correct SAM treatment.

Is Visual Basic .NET licensable on its own, or should these installs be treated as non-licensable or part of any suite? 

Any guidance or references would be appreciated.
