Issue Activating SAM Professional Plugins on PDI

I tried to activate the "Activate all Software Asset Management Professional plugins" on my personal developer instance, but it was not activated.
Please advise on how to proceed.

To activate the "Activate all Software Asset Management Professional plugins" on your Personal Developer Instance (PDI) note that many SAM Pro plugins require a valid subscription and are not available on PDIs by default.
These plugins depend on licensed entitlements managed by ServiceNow. If you are testing or developing SAM features, consider using available OOB (out-of-box) features or request plugin access through the HI portal (if linked to a customer account).
