I have got a requirement, consider there is no metering data, we have cmdb_sam_sw_install_list table with the list of software's installed with user list for each software, so i want to trigger the reclamation rule to all the software users,(to create removal candidates for all users and will notify all users) based on the user response, will continue the further flow which is the OOTB, help me with possible scenario, since we do not have metering data. if select "include no activity" in reclamation rule, will it trigger to all users?
