For testing the User subscription removal, I have created a test ticket in Removal candidate. After user approval, ticket is automatically changing to 'Closed Skipped' directly. We haven't done any changes in the OOB flow. In the worknotes, something mentioned about cancelling about wait timer.
"Software reclamation flow -> User group approval wait timer is cancelled."---any idea about this
