Salesforce licence required for integrator TRUE/FALSE?

I have heard that the SAMP integrator for Salesforce requires a Salesforce Licence. Is this correct?

this is correct.

“The Salesforce account that you use to connect the integration requires a Salesforce user license and the following user access permissions.“
