SAM Pro: How does grouping reconciliation results by Country work

Hi all, I know there are a couple of other posts on this subject, but they don't appear to address an issue I am finding. I thought I'd throw the question out here before logging a Case.
We are using SCCM ServiceGraph connector to pull data into cmdb_sam_sw_install. The install table is a mix of PC Computers and VMware servers for various different countries (as per the Installed On CI Country field) . We are interested in only the PC Computers located in a specific Country. The PC's have Country and Location, the VMWare servers only seem to have Country and no location value
We have entered Entitlements, and listed them to a specific Location (City/Site) which tie back to the Country in the cmn_location table we are looking to reconcile, and run reconcile based on Country.
We expect to see a Compliant position as we know there are enough entitlement 'licenses' to cover off the installs we have for the given country. The issue is, we are seeing non-compliance, due to unlicensed installs on the machines from other countries.
Why would reconciliation by Country look at machines which are showing different Country locations ?
Can anyone offer up some suggestions what to look for ?

Hi,
Reconciliation works by grouping countries available in both cmdb_ci country and the country you have created the entitlement for. Both the countries need to match in order for it to show as compliant. Basically reconciliation will consider the country for the CI's which has the software installed on irrespective of Entitlement location. Please let me know if you have any question.

Thanks, and yes, that is my understanding also, but I still can't figure out why I have CI's with country of 'France' reconciling to my Canada software model and entitlement, when I run reconciliation by Country.
I can see Country:CA in the reconciliation detail for Publisher and Title, but I am non compliant, and when I click on the non compliant entries, I see the France machines
Something somewhere isn't linking or lining up.
