To experience ServiceNow's security operations (SecOps) capabilities on a Personal Developer Instance, the best starting point is to install either of the two main modules: Security Incident Response or Vulnerability Response.
This can be done through the Application Manager on the PDI.

I think you are seeing that error message because you're trying to install the 'Security Incident Response Workspace' plugin before you install other core 'Security Incident Response' plugins.
Install the plugin named 'Security Incident Response' first.
