How to Configure Multi-Level Vulnerability Exception Approval with Recommendation Task in SecOps

I'm working on setting up a vulnerability exception approval flow in ServiceNow SecOps and need help designing the following process:

1. First-level approval by users from Group A.

2. After approval, a recommendation task is created for users from Group B.

   • Group B should only provide recommendations (comments/notes).

   • They should not have the ability to approve or reject the request.

3. Once the recommendation is completed, the request moves to final approval by Group C.

Currently, we are able to set multiple-level approval, but are not able to create a recommendation task
