Manual closure of Remediation Task or Vulnerable items does trigger approvals?
Does this an OOB functionality?
When can we prefer manual closure?

Remediation Tasks does not have any configured approvals workflow. So, manual closing should not trigger any approvals.
In general, if the vulnerability is remediated, we set the remediation task to Resolved state and the next import will auto-close the Remediation Task or the Vulnerable item. If you like to manually close it, Just put it in the comments and close the Vulnerable item / Remediation Task. Please remember that closing the Remediation Task will auto-close all the associated Vulnerable items.
Operators generally close the Vulnerable items manually if the CI got stale and we are no longer receiving the vulnerability detections for it. There is a configuration available to auto-close VIs if they are stale for more than 30 days. You can use that if you want to by navigating through:
Navigate to Vulnerability Response > Administration > Auto-Close Stale Vulnerable Items
