Created one new custom role and created new Read ACL and added role 
Gave role to a user impersonated user not able to view sir record.

As suggested @andy_ojha , there are out of box roles. You should utilize those. Are there particular reason for creating a custom roles?

My requirement is to create new role for user to work on response task only for that parent sir record should be visible and read only if all sir record read only also not a problem
