SIR notification is not triggered in proper way

Hello professionals!
I have a question regarding notifications in the SIR module. I noticed that triggering notifications for the "Send when Record is inserted or updated" option is not working (the requirement is sending particular notification if assignment group is one of indicated by business). I found a Knowledge Base article that seems to address this issue: link to KB article, but I don't have any SLAs in my setup, which could cause this issue. What would be the best way to send notifications when the particular assignment groups changes for a security incident now? Should I rely on the built-in event "sir.request.changed," or should I create my own event triggered, for example, during an update on the "security incidents" table? I'm asking because when using the default event (and if automatic incident assignment is enabled) the event triggers multiple times, leaving several notifications as "send-ignored." Would adding a valid SLA could resolve issue with using the "Send when record inserted or updated" option? I am askin because I'm looking for the best way (according also to best practices) to achieve that.
