I added an exception rule and chose "execute on existing data" . After approval there is an RT created with Deferral State but the VIT are not getting added to this RT. Is this a scheduled job that needs to be run?

Once approved the VITs are not associated immediately, however, this scheduled job 'Associate existing VIs with Auto Exception Rule' runs daily. I believe OOB it is set at time: 13:30

Yes, the "Associate existing VIs with Auto Exception Rule" job runs daily at 13:30 to link VITs with RTs according to exception rules. If VITs are not being associated right after approval, it may be because you need to wait for the next scheduled run. To expedite the process, you can either wait for the scheduled run or manually trigger the job from System Scheduler > Scheduled Jobs.

The existing VITs are still associated with an VUL that is in 'Open' state and are also associated a VUL in a 'Deferred' state that got added when the Exception rule was approved. This is skewing the metrics and counts.
