Licensing in vulnerability response

I am new to Vulnerability Response licensing.

I have the following questions related to licensing in Vulnerability Response :
1. how are number of licenses being used calculated?
2. where can i see the number of licenses being used?

3. What could be the reason behind the number of licenses being used much more than they should be?
