Hello,
You would probably be better off speaking with ServiceNow and their security team related to this ask as they would have their recommended approach for monitoring this remotely. Outside of that, you have access to the user transactions table, etc. which is a table that you could then work with your monitoring tool, but this is a bit of a touchy submit for discussion on the forums in such a public manner.

Typical ServiceNow in the Cloud or Self hosted installation?
For the typical Cloud offering try reaching out to Technical Support as suggested but I doubt you can really get under the hood. For on premise installation its like monitoring any other service or app- you can use Nagios, Cacti, SCOM etc depending on the base OS and what Webtier.
