how to create a catalog item were based on question choice incident or request should be created ?

I have a requirement where we need to create a catalog item, and in question there are two options

Both are available out-of-the-box in ServiceNow. Why would you want to create new immediate users about the platform and use it?

I would still say that educating the user is important and valuable because the main issue is understanding what type of record needs to be created—RP or Catalog item. Also, when a user makes a request, they need to select the catalog item, which then triggers the creation of the request. So, technically, this is not an ideal solution. It's better to educate the users that this is how the system has been designed and needs to be used.

For option 2 why and what type of Request will you created?
I agree with Atul here.
Why not train your end users to submit these OOTB record producers?
